KOSAP RBF AND DEBT FACILITIES
The Kenya Off-Grid Solar Access Project (KOSAP) is a US$ 150 million flagship project of the Ministry of Energy, financed by the World Bank, jointly implemented by the Ministry of Energy (MoE), Kenya Power and Lighting Company (KPLC) and Rural Electrification and Renewable Energy Corporation (REREC). The geographical scope of KOSAP is 14 counties, namely: West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir, Garissa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta and Narok. Component 2 of the project is a KES 4.7 Billion funding window encompassing two results-based financing (RBF) facilities and a debt facility. SNV Netherlands Development Organization (SNV), in partnership with SunFunder Inc., is the KOSAP Facilities Manager, on behalf of the Ministry of Energy. The first round of proposals to the RBF facilities closed in August 2019 and the second call is expected to be launched in September/ October 2020.
- The KOSAP Solar RBF Facility (KES 1.2 Billion): The Facility will compensate solar service providers (SSPs) for initial, ongoing incremental, and opportunity costs associated with expansion of operations within the 14 counties. The Facilities Manager hereby invites interested and eligible companies or consortiums to express their interest to participate in Round 2 of the Facility.
- The KOSAP Solar Debt Facility (KES 3 Billion) is offering loans to solar service providers to support them to grow their operations in the 14 counties, specifically targeting working capital constraints associated with getting inventory to market and financing of receivables for pay-as-you-go solar systems. The Solar RBF and Debt Facilities jointly target to catalyze the sale of 250,000 stand-alone SHS units. The Facilities Manager hereby invites interested and eligible companies to APPLY.
- The KOSAP Clean Cooking Solutions (CCS) RBF Facility (KES 500 Million) seeks to establish sustainable supply chains to catalyze the sale of 150,000 higher-tier cookstoves and cleaner cooking fuels by offering results-based incentives to private sector companies operating in West Pokot, Turkana, Marsabit, Samburu, Isiolo, Kwale, Kilifi, and Taita-Taveta. Eligible cookstoves should have laboratory test results and comply to relevant Kenyan regulations and standards. Technologies to be considered include biomass-based stoves, LPG stoves, biogas stoves, ethanol-fueled stoves and electric cookers. The Facilities Manager will soon launch the call for proposals from manufacturers to submit their clean cooking technologies to be evaluated.
