The Kenya Off-Grid Solar Access Project (KOSAP) is a flagship project of the Ministry of Energy, financed by the World Bank. Component 2 of the project is a US$ 47 million funding window encompassing two results-based financing (RBF) facilities for solar (US$ 12 million) and clean cooking (US$ 5 million), and a US$ 30 million solar debt facility. SNV Netherlands Development Organization (SNV), in partnership with SunFunder Inc., is the KOSAP Facilities Manager, on behalf of the Ministry of Energy.
The US$ 5 million Clean Cooking Solutions Challenge Results-based Financing Facility (KOSAP CCS RBF) is an incentive fund whose objective is to establish sustainable supply chains of higher-tier cookstoves and cleaner cooking fuels in KOSAP Service Territories (KSTs). The target is to stimulate the sale of 150,000 higher-tier clean cooking solutions for use by households in the KSTs. The first call for proposals (known as LOT 1) of the CCS RBF Facility was undertaken in 2019 and covers five KSTs, namely Turkana, West Pokot, Isiolo, Marsabit, Samburu. Field implementation is ongoing since June 2020.
LOT 2, being the second phase of KOSAP CCS RBF, will be implemented in eight (8) counties: Turkana, West Pokot, Isiolo, Marsabit, Samburu, Kwale, Taita Taveta and Kilifi. The types of cooking solutions to be considered for LOT 2 include; biomass-based technologies; selected electric cooking appliances; ethanol-fueled technologies; biodigesters and Liquified Petroleum Gas (LPG).
