The Government of Kenya (GoK) is implementing the Kenya Off-Grid Solar Access Project (KOSAP) with financing from the World Bank. The initiative is driven by the imperative to provide equal opportunities across the entire Kenyan territory as key to achieving Kenya’s Vision 2030, reaching the national target of achieving universal access to electricity by 2026, and enabling universal access to clean cooking solutions by 2028.

The initiative seeks to close the energy access gap by providing electricity and clean cooking solutions and services to remote, low density, and traditionally underserved areas of the country. The project covers 14 counties of Kenya:

  • West Pokot
  • Turkana
  • Marsabit
  • Samburu
  • Isiolo
  • Mandera
  • Wajir
  • Garissa
  • Tana River
  • Lamu
  • Kilifi
  • Kwale
  • Taita Taveta
  • Narok

SNV is the Facilities Manager for Component 2 of KOSAP which consists of two sub-components:

  • Sub-component 2A which is a Solar Service Providers Results-Based Financing (SSP RBF) Facility; and
  • Sub-component 2B which is a Clean Cooking Solution Service Providers Results-Based Financing (CCS RBF) Facility.

The project implementation started in November 2018 and ends in May 2025.

The US$12 million Solar Service Providers RBF Facility and the US$3.2 million Clean Cooking Solution Service Providers RBF Facility are designed to compensate off-grid solar companies and clean cooking solutions providers, respectively, through Result-Based Financing for initial, ongoing incremental, and opportunity costs associated with expansion of operations in the 14 KOSAP Counties.

The Call for Proposals was opened on 24th January 2024 through an invitation to apply that was placed on national newspapers link to the advert. With the achievement of 94 percent of sales against targets, Rafode Renewable Energy has recorded outstanding performance in the counties where it is active, Isiolo and West Pokot. A beneficiary of KOSAP, Rafode Renewable Energy, which is a subsidiary of Rafode Limited, was founded by Anthony Mayodi and Elizabeth Owuor in 2017, with a mission to address the “existing financial and distribution gaps” for renewable energy products in Kenya.

The firm’s vision was to ensure that rural communities have access to renewable energy products through a lease-to-own arrangement, by introducing a financing mechanism to enable those who do not have the cash to buy products and access the same through. Read More

About half a million people, in underserved Counties of the country, have been able to access electricity through Standalone Solar Systems (SSS) sold under the Kenya Off Grid Solar Access Project (KOSAP), in the last two years.

Speaking at a workshop in Nairobi, held to review the performance of KOSAP, the Principal Secretary, Ministry of Energy, Maj. Gen. (Rtd.) Dr Gordon O. Kihalangwa revealed that the connections have been realised through the sale of 101,000 SSS by companies contracted by the Project from June 2020. The sales have been made in the 14

counties of West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir, Garrisa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta and Narok.

The US$ 5 million Clean Cooking Solutions Challenge Results-based Financing Facility (KOSAP CCS RBF) is an incentive fund whose objective is to establish sustainable supply chains of higher-tier cookstoves and cleaner cooking fuels in KOSAP Service Territories (KSTs). The target is to stimulate the sale of 150,000 higher-tier clean cooking solutions for use by households in the KSTs. The first call for proposals (known as LOT 1) of the CCS RBF Facility was undertaken in 2019 and covers five KSTs, namely Turkana, West Pokot, Isiolo, Marsabit, Samburu. Field implementation is ongoing since June 2020 where ten companies are selling various clean cooking products.

This Lot 2 Call for Proposals will cover eight (8) counties: Turkana, West Pokot, Isiolo, Marsabit, Samburu, Kwale, Taita Taveta and Kilifi. The Call is targeting the following technologies: Biomass, LPG, Ethanol Stoves and Electric Cooking Appliances. The Call for Biogas will be done at a future date.

The Facilities Manager hereby invites interested and eligible companies or consortiums to submit applications under the KOSAP CCS RBF Facility. The call for proposal application was closed on 12th Jan 2022

Ahead of launching the CCS RBF Lot 2 Call for Proposals in  November 2021, the KOSAP Facilities Manager will be holding pre-application meetings for interested clean cooking stakeholders. The Call will target the following technologies: Biomass, LPG, Ethanol Stoves and Electric Cooking Appliances. The Call for Biogas will be done at a future date.

LOT 2, being the second phase of KOSAP CCS RBF, will be implemented in eight (8) counties: Turkana, West Pokot, Isiolo, Marsabit, Samburu, Kwale, Taita Taveta and Kilifi. The types of cooking solutions to be considered for LOT 2 include; biomass-based technologies; selected electric cooking appliances; ethanol-fueled technologies; biodigesters and Liquified Petroleum Gas (LPG).

Residents of off-grid areas in Kenya are poised to benefit from the sale of quality solar and clean cooking products following the release of Ksh 500,000,000 from the Kenya Off-Grid Solar Access Project (KOSAP) to 19 companies to facilitate the sale of their products in these counties.

The release of funds has provided the companies with the necessary facilitation to move into the counties to set up sales and after-sales infrastructure for standalone solar systems and modern cookstoves, under the Sh15 billion Kenya Off-Grid Solar Access Project (KOSAP). A total of 10 vendors have been selected for standalone solar systems and 9 for clean cooking component, after a competitive evaluation process.

The KOSAP Facilities Manager announced the Round 2 Call for Proposals (September 7, 2020) for the KOSAP Solar Service Providers’ Results-Based Financing Facility. This round will avail a total of KES 450 Million in the form of incentives to solar service providers to sell Lighting Global/ Verasol Certified solar home systems in the 14 Counties covered under KOSAP. The KOSAP Facilities Manager has received requests from various companies to assist them in finding partners/collaborators to enable them to enhance their supply chain arrangements and product delivery mechanisms. The first round of proposals to the RBF facilities closed in August 2019 and the second call is expected to be launched in September/ October 2020.

  1. The KOSAP Solar RBF Facility (KES 1.2 Billion): The Facility will compensate solar service providers (SSPs) for initial, ongoing incremental, and opportunity costs associated with expansion of operations within the 14 counties. The Facilities Manager hereby invites interested and eligible companies or consortiums to express their interest to participate in Round 2 of the Facility.
  2. The KOSAP Solar Debt Facility (KES 3 Billion) is offering loans to solar service providers to support them to grow their operations in the 14 counties, specifically targeting working capital constraints associated with getting inventory to market and financing of receivables for pay-as-you-go solar systems. The Solar RBF and Debt Facilities jointly target to catalyze the sale of 250,000 stand-alone SHS units. The Facilities Manager hereby invites interested and eligible companies to APPLY.
  3. The KOSAP Clean Cooking Solutions (CCS) RBF Facility (KES 500 Million) seeks to establish sustainable supply chains to catalyze the sale of 150,000 higher-tier cookstoves and cleaner cooking fuels by offering results-based incentives to private sector companies operating in West Pokot, Turkana, Marsabit, Samburu, Isiolo, Kwale, Kilifi, and Taita-Taveta. Eligible cookstoves should have laboratory test results and comply to relevant Kenyan regulations and standards. Technologies to be considered include biomass-based stoves, LPG stoves, biogas stoves, ethanol-fueled stoves and electric cookers. The Facilities Manager will soon launch the call for proposals from manufacturers to submit their clean cooking technologies to be evaluated.
