EXPRESSION OF INTEREST KOSAP CLEAN COOKING RESULTS BASED FINANCING (CCS RBF) FACILITY

The Kenya Off-Grid Solar Access Project (KOSAP) is a flagship project of the Ministry of Energy, financed by the World Bank, jointly implemented by the Ministry of Energy (MoE), Kenya Power and Lighting Company (KPLC) and Rural Electrification and Renewable Energy Corporation (REREC). The geographical scope of KOSAP is 14 counties, namely: West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir, Garissa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta and Narok. Component 2 of the project is a US$ 47 million funding window encompassing two results-based financing (RBF) facilities for solar (US$ 12 million) and clean cooking (US$ 5 million), and a US$ 30 million solar debt facility. SNV Netherlands Development Organization (SNV), in partnership with SunFunder Inc., is the KOSAP Facilities Manager, on behalf of the Ministry of Energy.

The US$ 5 Million Clean Cooking Solutions Challenge Results-based Financing Facility (KOSAP CCS RBF) is an incentive fund whose objective is to establish sustainable supply chains of higher-tier cookstoves and cleaner cooking fuels in KOSAP Service Territories (KSTs). The target is to stimulate the sale of 150,000 higher-tier clean cooking solutions for use by households in the KSTs. The first call for proposals (known as LOT 1) of the CCS RBF Facility was undertaken in 2019, and covers five counties, namely Turkana, West Pokot, Isiolo, Marsabit, Samburu. Field implementation is ongoing since June 2020 where ten companies are selling various clean cooking products.

The Lot 2 Call for Proposals will cover eight (8) counties: Turkana, West Pokot, Isiolo, Marsabit, Samburu, Kwale, Taita Taveta and Kilifi.

Ahead of launching the CCS RBF Lot 2 Call for Proposals in  November 2021, the KOSAP Facilities Manager will be holding pre-application meetings for interested clean cooking stakeholders. The Call will target the following technologies: Biomass, LPG, Ethanol Stoves and Electric Cooking Appliances. The Call for Biogas will be done at a future date.
